Chapter 104 is the Portland Public School District’s program for gifted children. Following state law, children are identified for this program starting in 3rd grade based on standardized test scores and teacher recommendations in reading, writing, math, and art. District consultants work with classroom teachers to provide extensions to classroom lessons that are appropriate for highly able learners working two or more grade levels above. Most of the Chapter 104 work happens within the context of the regular classroom with small pull out groups meeting on an occasional basis as needed. This program officially starts with screening and testing during 3rd grade. However, our Chapter 104 consultant is available to meet with any teacher looking to support a student.
